"Flags of the 'Big Four' fly over Park Avenue from the Waldorf-Astoria facade in honor of deputy foreign ministers of the United States, France, Union of Soviet Socialist Republics and Great Britain conferring in the Towers of the hotel on the treaty of peace and independence for Austria (September 23rd, 1949) Over all are unfurled two huge ensigns of the United States, and at either side of the main entrance in two small clusters are grouped, from right to left facing Park Avenue, the Star Spangled Banner, the French Tri-Color, the USSR flag of the sickle and stars in gold on a red field and the Union Jack of Great Britain."
